EWU RATIFICATION

CONTRACTS RATIFIED 9/28/18

WFSE MEMBERS OVERWHELMINGLY RATIFIED 2019-2021 CONTRACTS TODAY WHEN VOTING CLOSED AT 5PM.

The contracts wil be delivered to the Governor's office for processing (financial feasibility) and inclusion in Governor's 2019 Budget. Stay tuned in January for opportunities to help support lobbying efforts for funding our contracts.

SUMMARY OF TENTATIVE AGREEMENT

This is a summary that highlights and explains the most significant provisions of the Tentative Agreement reached between the Washington Federation of State Employees (WFSE) and Eastern Washington University on August 24, 2018. It does not cover every article or every provision. 

MAJOR GOALS

Major goals achieved in tough economic times include:

  • 3% increase in 7/1/2019 (see Art. 19).
  • 3% increase in 7/1/2020 (see Art. 19).
  • $100 Lump Sum July 25, 2019 (see Art. 19).
  • Increased base for classes experiencing compression and inversion (see Art. 19).
  • Additional Leave Accrual after the 20th year at EWU (see Art. 29).
  • Added “Y – Rating” for downward allocations (see Art. 19).
  • Increased Level 2 pay range from $13 to $15 dollars (see Appendix A).

HIGHLIGHTS OF THE ECONOMIC GAINS IN 2019-2021 ARTICLES

Article 19 – Compensation

  • 3% across the board increase effective 7/1/19
  • 3% across the board increase effective 7/1/20
  • $100 Lump Sum (see Art. 19)
  • Added Appendix reference for special pays and the associated duties
  • Classification Adjustments for specific classes

HIGHLIGHTS OF THE NON-ECONOMIC GAINS IN 2019-2021 ARTICLES

Article 3 – Scope of Agreement

  • Added up to 1 hour paid release time for pre-meetings on mandatory subjects.

Article 4 - Contracting

  • Added clarifying language to the Contracting Article. 

Article 11 – Safety, Health and Uniforms

  • Added University will make available non-slip footwear for Employees (Food Service Workers and Custodial Workers). Committees will determine four (4) types of footwear from any industry standard company. 
  • Article 14 – Confidentiality 
  • Tightened language regarding release of personal and family information.

Article 15 –Personnel Files

  • Small changes to reflect changes to discipline article.

Article 16 – Employee Status Reports

  • Added location for receipt of reports. 

Article 20 – Hours of Work

  • Added to floating work schedules, all Recreation and Athletic Specialists. Opener for further additions as deemed appropriate by the University and Union.
  • LEO Section 7(k) - Employees assigned by the University to appear in court or work at special events outside scheduled work hours will receive a minimum of four (4) hours overtime for assignments. 

Article 25 – Employee Development and Training

  • LEO – Police employees will receive a minimum of ten (10) hours above the WSTC Mandatory Core Training of 24 hours per year. 

Article 26 – Commute Trip Reduction and Parking

  • Enployees who work an evening or night shift may park their vehicles closer to their work location as needed for safety purposes. 

Article 29 – Vacation

  • Added leave accrual to those who have been at EWU for 20+ years. 
  • Full-time employees who are required by the University to work a schedule other than eight (8) hours will be paid at their straight time rate for the hours they are scheduled to work on that day. 
  • Changed cash out language for voluntary resignation. 

Article 30 – Sick Leave

  • Added language clarification of new legislation and rules. 

Article 31 – Shared Leave

  • Added parental bonding, adoption, foster care and language for temporary disability for a pregnancy-related condition or miscarriage. 

Article 32 – Additional Reason for Leave

  • Add family members to Bereavement Leave. 
  • Clarification to suspended operations – Employees will suffer no pay loss for the first one (1) day of suspended operations.

Article 34 – Open Positions

  • Reordered article to emphasis internal movement. 

Article 37 –Constructive Action and Discipline

  • Renamed Article. 

Article 41 – Union Activities

  • Added coaching and mentoring of stewards. 
  • Add language to new employee orientation. 

Article 43 – Printing and Posting of Agreement

  • The University will provide a list of new employees to the Chief Steward for new employee orientation. 

Article 44 – No Strike/No Lockouts

  • Added no lockouts. 

Article 46 - Workplace Behavior

  • The OFM/Union Training on this Article will be shared with the University for training purposes.

Article 47 - Fitness for Duty

  • Clarification of administrative leave with pay while exam results are received and reviewed. 
  • Approval for exams will be handled by the Associate Vice President of Human Resources. 

Article 48 - Term of Agreement

  • Date Changes.
